Elen Asatryan’s Pay-to-Play Timeline: City Attorney’s Bad Call

Dec 3 2024: Glendale City Attorney Mike Garcia erroneously clears Elen Asatryan of any conflict of interest by saying that the vote took place 17 months after the campaign donation. However, both city and state laws define a proceeding as “pending” or else reasonably expected to come up before City Council at the moment the proceeding was initiated, which would be the Jan 2024 meeting with the City Manager.
